why do we need the dinning table in the middle. no leg space. remove it and turn all the seats to one direction

i’am a frequent train traveller.being a senior citizen i’ve never been given lower berths even though option is given in e ticketing.but tickets booked from counters on a verbal request I get lower berth at times.
While Booking Always select Lower Birth Quota.
